Adds coare_36 to docs with various other docs improvements

The primary addition is adding coare_36 to the docs following #36, closing #38.

Various other improvements to the docs are also included:

• adds bibtex style references to sphinx
• brings docs homepage in alignment with readme
• improves clarity in the introductions and homepages
• recommends uv for dev installs
• removes reference PDFs in favor of direct doi citations, but does add one reference PDF which is an overview of COARE history from the supplementary material in Fairall et al., 2022
