This PR addresses the upstream failures revealed in #11043.
All changes relate to adapting to pandas 3 in how we set up the expected results in tests. Most changes involve explicitly specifying the datetime unit in
date_range, though we also need to make a minor change to adapt to the new string dtype in pandas as well.
