Python 3.14 in CI matrix etc

• adds Python 3.14 CI matrix
  • CI: Testing against Python 3.14 across federation pysal#1382
• adds -latest suffix to standardardize ci envs
  • standardize CI environment naming conventions pysal#1338
• general updating of action versions
