Sigh, now the Windows run is failing on Python 3.7, because they don't have a 3.7.16 build for Windows available (only earlier versions of 3.7 on Windows). |

Temporary workaround to resolve #10333.
Also, while we're here:
allow-prereleaseskey with the setup-python action, so we won't need to manually drop the-devsuffix when 3.12.0 is released in the autumn.
