Turns warnings into errors in the test suite.

• filterwarnings = ['error'] for the test suite.
• The fast-versus-pure agreement tests record each call's warnings and require the C and Python paths to emit the same ones, so NumPy's cast warnings from validate_array(dtype_out=...) no longer leak.
• The type-assert settings move to a [tool.type-assert] table (type-assert 0.6.0), which pytest does not read, so jobs without the plugin raise no unknown option warning.
