Fixes the Linux wheel builds, which failed to compile the C extension against the 3.11 limited API.

  • Py_INCREF and Py_XDECREF get a PyObject * cast for NumPy descriptors, arrays and the context object, since the 3.11 limited API declares them as functions.
  • fast.h includes <stdio.h> for snprintf, which Python.h no longer provides.
