Using vendor built packages for ceph client installation for squid. Once official packages are released it'll be updated, vendor provided packages are preferred over custom compiled libraries

I fixed the merge conflict and am rerunning tests on this pr now. |

Lets not merge this as the problem is larger, i create a new PR once fully fixed |
