Optimize bundle for updated branch

Add scripts and documentation for creating and applying incremental Git bundles to efficiently share rebased changes.

This PR provides tools to create a bundle containing only the new commits from a rebased branch and apply it, enabling efficient code synchronization with colleagues who already possess a previous bundle, thereby significantly reducing transfer size.
