Add tags for various O&B team bumps (#718)

* Add newest configmap reload image
  For future bumps of monitoring dependency
* Add newest curl image
  For future monitoring and (likely) OPA dependency bumps
* Bump images for rancher audit log feature
* Correct image list order
* Correct bci image versions
