Types of Change
This pr adds Github Actions to replace the Drone pipelines.
According to https://github.com/actions/runner-images/blob/main/images/ubuntu/Ubuntu2404-Readme.md the Github Action Ubuntu image should have all the required packages from the Dapper Docker image.
