v1.26.4-rke2r1

Describe the bug:

Trivy is reporting HIGH vulnerability in rke2 binary from the rke2-upgrade image.
https://github.com/rancherlabs/image-scanning/issues/2212

We need to update the docker/docker package to v20.10.24+incompatible to resolve this issue, similar to what was done in #4212 in the release-1.25 branch.
