Resolve FutureWarning from functions relocated to pylibcugraph.comms.

The following FutureWarning have been fixed:

/usr/local/lib/python3.12/dist-packages/cugraph/gnn/comms.py:45: FutureWarning: cugraph_comms_create_unique_id has been moved to pylibcugraph.comms.cugraph_comms_create_unique_id.The original name will be removed in a future release.
