reduce verbosity in wheel builds

Description

Similar to rapidsai/cugraph#4651 ... proposes switching wheels builds from pip wheel -vvv. to pip wheel -v, to make the logs a bit easier to read, to reduce the effort required to debug failing wheel build jobs.

I'd put this up because I thought it'd be quick and non-controversial. But since it didn't get a review and the same changes are made in #1473, I'm going to close it in favor of that PR.
