Add Chinese README

Hello Maintainers,

I have added a Simplified Chinese translation for the README file to make the project more accessible to Chinese speakers. Here are the details of my contribution:

Motivation: I noticed that the current README is only available in English, which might be a barrier for non-English speakers. Adding a Simplified Chinese version can help broaden the audience and make the project more inclusive.

Changes Made: I have translated the entire README content into Simplified Chinese, ensuring that all technical terms and instructions are accurately conveyed. The translation is provided in a new file named README_zh.md.

Translation Accuracy: I have cross-referenced with multiple sources to ensure the technical accuracy of the translation. I have also consulted with native Chinese speakers to verify the natural flow of the language.

Consistency with Original: The translated README maintains the same structure and formatting as the original English version to ensure consistency across the project documentation.

I have made sure to follow the project's contribution guidelines and would appreciate your feedback on this translation. If there are any areas that need improvement or adjustments, please let me know, and I will be happy to make the necessary changes.

Thank you for your affirmation. To be honest, I'm not particularly good at Traditional Chinese, but I have now added a Traditional Chinese README in the same PR.
