Instead of sending a PR directly to this repo, I think you should do this:

• Add the file to https://github.com/opendatahub-io/data-science-pipelines stable branch
• Run the action Upstream to Downstream Auto-Merge Infra in this repo. If you look at the configuration, you'll see that the stable branch is configured for upstream > downstream sync

@jgarciao - this is for konflux builds so I believe these changes should only ever go into RHDS repos, and never touch anything in ODH. In fact, all the other konflux dockerfiles, in addition to this one, don't exist in the odh repo, even in the stable branch, so I don't think any of them should be introduced there at this time
