Serverless deployment is deprecated and was removed in #10859. This PR restores this for now until we can provide a better alternative to users.

We have deprecated both edgio and serverless as deploy providers. This has been communicated on the cli, the forums, and in our documentation.
This PR completes the process by removing the implementation for these providers.
