test: implement automated accessibility tests using axe-core

Implements #3908 — automated accessibility tests using axe-core.

Changes

• Frontend/package.json: adds vitest, jsdom, axe-core, @testing-library/react, @testing-library/jest-dom and npm test / test:watch scripts.
• Frontend/vite.config.js: adds the Vitest test block (environment: 'jsdom', globals: true, setupFiles).
• Frontend/src/test/setup.js: jest-dom matchers, a canvas noop proxy (quiet jsdom axe noise), and a custom toHaveNoViolations matcher.
• Frontend/src/test/axe.js: renderAndCheckA11y() helper running WCAG A/AA rule tags.
• Frontend/src/admin/components/__tests__/axe.dashboard.test.jsx: 2 tests — dashboard template has zero violations, and the suite correctly detects missing image alt text / unnamed buttons.

Both tests pass (npm test: 2 passed) and npm run build succeeds.
