After trying to download Shapely on the Roborio today, I found out that Shapely 1.8.5 uses a deprecated package from 3.12 that was removed in 3.13. This results in Shapely being unable to compile on the Roborio. Only Shapely 2.0 and higher is compatible with python 3.13 and because of the bug with Cython, Shapely cannot be added. I found another package that works with python 3.13 and compiled on my local computer. I removed Shapely and added PyClipper in this pull request.
