[FEATURE] Configue exclusion of building amenities

The building details panel in the app will be displaying a list of features/amenities associated with a building as reported by the campus data sources. Not all features should be displayed and some that come back with multiple designators should be consolidated into a single entry.

By default, if a feature comes back in the list that is not in the configured features list either as an exclusion or a consolidation, it should be passed through to the app as is.
