Update to support roo 3.x & test against it
Also test against older roo (2.x)
Also support spreadsheet 1.3.4 (and test against 1.3.3)
Use GH Action to test (also renamed ruby version 3.5 to 4.0
Use renamed minitest constant
Use Float(v, exception: false) (available since 3.1)
Raise min ruby version to 3.1
