Upgrades test git submodules.

Not res/ethtests (as this tests EIP-7610). Instead, we should update legacytests -- hopefully that has Prague. If not, we need to integrate ethereum-spec-tests.

Per review feedback, updating spectests (execution-spec-tests) instead of
ethtests for EIP-7610 support, as ethtests doesn't include this EIP.

legacytests submodule seems to be pointing already at the latest commit. I updated spectest, merged master, and expected the tests to fail, but they didn't.

We aren't actually using spectest repo at this moment. Only legacytests and ethtests.

There's still some work to be done because the JSON structure is again changed (and now it's mainly yaml based). I had planned to get back on that soon.
