This fixes a stable regression by reverting a PR that should not affect other parts but only the interaction between CARGO_TERM_COLOR env and the console output colors in cargo -Zhelp and cargo --list. For cargo users who don't like colors, use NO_COLOR=1 instead of CARGO_TERM_COLOR=never.
