Improved the "Welfare Check Request" callout. The callout no longer ends if there's no one at home. This should bring more immersion to the experience.

Removed redundant logging text in order to make crash logs better readable for monitoring.
Removed vehicle/ped records check in some callouts.
Removed an interior location from the hostages callout where the criminals were invisible.
Removed the sawed-off shotgun for the robbers in the "Jewellery Robbery in Progress" callout.

Fixed a bug in the "Store Robbery in Progress" callout where the robbers don't do anything.
Fixed a bug in the "Money Truck Theft" callout where the blips don't disappear after the callout ends.
Fixed a bug in the "Suspicious ATM Activity" callout which dropped the FPS while being in the pursuit scenario.

Reworked most of the callout notifications to make it look more clean and readable.
Reworked and improved all dialogues for every callout to make them more realistic.
