Forward-ports the already-promoted v0.21.0 release-preparation commit so dev accurately reflects the published release. This leaves only #1000's patch changeset for the required v0.21.1 release. Validated with
npm run version:checkandnpm run release:plan(0.21.0 → 0.21.1).
