Track bumping the pinned relenv version from 0.22.18 to 0.22.23 across all release branches.

Scope

• Bump relenv_version in cicd/shared-gh-workflows-context.yml on 3006.x, 3007.x, 3008.x.
• Regenerate .github/workflows/*.yml via pre-commit.
• Add a changelog entry.
