This reorganises the project to split up the big files and keep the CLI separate from the rest.
I want to use this to allow me to test more of the project without relying so much on the end-to-end tests. It also breaks up the big files and moves all of the code for each linter into one module.
Disclaimer: the commit structure/messages on this are poor; I have been lazy in service of expediency.
