Updated JDK to 23.0.2_7, NDK to 28.0.13004108, and CMake to 3.31.5 in GitHub workflows, Dockerfile, and documentation. Adjusted supported configurations and examples to reflect the new versions. This ensures compatibility with the latest toolchain updates.
