Update clap_complete from 4.5.61 to 4.5.62 and governor from 0.10.2 to 0.10.4 in Cargo.lock. This supersedes stale Dependabot PRs #68 and #72 using a clean branch based on current main. Validation: cargo fmt --all -- --check; cargo check --features s3-native,backend-abstraction; cargo clippy --features s3-native,backend-abstraction -- -D warnings; cargo audit; git diff --check.
