Display tweaks on AI Conversation page

Biggest change is introducing JS invocation (instead of just data- attributes) to customize the footnote popover more. Including fetching the content already on the page instead of duplicating it for popover.

• remove timecode from footnote bubble; we're going to expand the hover popover
• balance whitespace on reference bubble, we don't know if it's before or after punctuation
• footnotes link back to references
• change 'computing' to 'searching'
• tweak reference bubble spacing some more
• remove hr
• custom JS for customized bootstrap popover for OH AI footnotes
• share popover deep shadow with OH AI footnote popover
• clean up interviews referenced cites on oh ai conversation

More tweaking is possible, but good for now.

Would like to change the color of the bubbles at some point.
