Made the Membership link appear on navbar when logged in

Resolves:

• Show "Membership" link in navbar, even for logged-in users #9910

Changes:

When you log into Scratch, you cannot see the membership link on the nav bar. I’ve made so that it is now visible.

It would be better if you try to merge this into membership release branch. It lets you edit that when editing the title.
