新增功能

修正 bern2time與 getpl 程式的執行問題，包含
- 在部份 read() 函數使用 iostat，修正檔案結尾資料讀取問題
- 在使用 n 變數前皆先訂 n 值為 0，修正不可預期的錯誤
- 改善程式碼排版
getpl, bern2time: 讓程式碼可以跨平台編譯並執行

現在 bern2time, getpl 可以輕鬆在你的平台上編譯、執行了！
