Goal: Create firmware drivers by wrapping Halcogen functions to easily initialize and work with all major peripherals on both the VCU and BMS

This will drastically speed up development and offload work for the VCU and BMS teams. On top of this, having all of the driver code in one repo will be easier to maintain in the future and ideally never be changed unless new hardware is designed
