Why

This is one authorized diagnostic fresh-default probe for #784. It verifies the repository-owned review-app path from the current default without changing application or workflow files.

Scope

• One empty verification commit directly on the current master SHA
• Zero changed files
• No workflow, configuration, application, or gate changes

Verification and cleanup

• Observe the PR-open review-app guard and normal current-head validation metadata
• Any deployment attempt requires separate coordinator authorization
• Close this PR unmerged after the authorized diagnostic and cleanup checks complete
