Makes the public symlink-safety fixture deterministic under the release auditor's restrictive process umask.
Change
Explicitly set the sentinel target's asserted 0644 mode after creation. Product behavior is unchanged; the test now controls the state it later verifies.
Local verification
umask 077: passGitHub Actions are non-authoritative; local deterministic verification is the release gate.
