fix(core/tooltip):update tooltip arrow position property

💡 What is the current behavior?

When the tooltipchanges its placement (e.g., from top to right or bottom), the arrow is not correctly positioned and does not point to the target element. This results in a visual misalignment

🆕 What is the new behavior?

When the tooltip changes its placement from top to right or bottom) and placed it back to its original place the tooltip points correctly to the target element and the arrow is not breaking.
