Call separate methods to create - Timestamps - Scans - Targets - Subarrays - Spectral Windows on the dataset. The creation of these components may be customised via kwargs passed to the MockDataset constructor.

WIP on how a mocked up dataset might look like. I'm primarily interested in using this for testing the AIPS export.
Sets up default:
and produces Visibilities that look like [scan_index, dump_index] in the real and imaginary parts respectively.
