Ruby 2.3 is eol. Fix bundler to version 1 since travis has some issues with never versions.

I pinned the gem for shoulda-matcher to ~> 3 for now so we can update the rest of the gems. I created an issue to track this #390 |

Work in progress update to the latest Rails and all other gems. Have to fix the tests before we can merge.
