Updates documentation to reflect that the library’s Web support is now considered stable, removing “experimental” disclaimers and adjusting related doc sections.

- Update README wording to describe Web support as stable and remove the previous “experimental web” language.

docs/WEB.mdby removing the prior “What works” capability lists.
