It seems really stupid if not completely pointless that the bureaucratic error even can make the only available slots ones that are locked for many players. The intention of the event is I'm sure to get people to try new things, but what's the point when it just makes the only slot available passenger, trainee, or ones you otherwise can't select for varying reason like captain
