This PR adds
Support for syncing BIP-157/BIP-158 style block filters for the wallet portion (If the
--bitcoin-rpc-lightoption is enabled and connected to a light node)This makes it possible to enable checkpoints and have the wallet queue up and download the missing blocks from the light node.
Add better sync progress (and a more detailed one for the wallet)
