Disable TCP and UDP unless they're actually needed when configuring `WasiCtx`

Per this comment, we should only be enabling those features if they are requested via the manifest.

Specifically, when creating the Store for a component instance whose manifest does not include any allowed_outbound_hosts we should pass false to both WasiCtxBuilder::allow_tcp and WasiCtxBuilder::allow_udp.
