This API is missing support for a dtype option which would allow users to specify the output array dtype.

LGTM after a fairly significant refactoring and reduction in duplicated logic with blas/ext/sorthp to which we delegate in this implementation. Furthermore, I added logic to prevent unsafe casting which should likely not be allowed. Users can do that in userland before calling in this function.
