docs: add Stripe Projects overview - #69

Adds proposals/stripe-projects-docs.md (proposal only; no existing docs pages edited). Recommends an evergreen overview page at content/docs/overview/stripe-projects.mdx, a changelog-033 entry, two meta.json nav edits, and cross-links; states no fees/rates (links to pricinglimits instead). Flags the embargo Slack-gate, the env-var/CLI-verb confirmations, and the catalog-vs-pricinglimits conflicts (proxy $/GB, Launch captcha $/1k, Scale retention, anti-bot deposit framing) to resolve before publish.
