nice, I've created tools/1048, to get system-test caught up on this, it will need to migrate off js-soroban-client to use this js-stellar-sdk lib instead.

This release will mark the final Preview 11-compatible (aka current testnet) SDK. Then, we will be moving on to
v11.0.0-rc.1which will contain the expected stable XDR, breaking RPC changes, etc.
