Uses latest `testing` tag with `PROTOCOL_VERSION: 21`
these are the latest test-wasms artifacts, copied over from the CLI repo
cp ../cli/target/wasm32-unknown-unknown/test-wasms/*.wasm
test/e2e/wasms/
Sometimes `spawnSync` doesn't actually work synchronously and you need to try again?
