This issue owns the container implementation slice for the parent parity contract.

MODEL-WP-04 and MODEL-WP-05.

Completion

Pinned runner, store, credentials, leases, secure routes, concurrency, response-loss and restart tests pass.

Close this child only after the repository change, focused tests, review and exact evidence are merged. The parent contract closes only after every repository child and its end-to-end oracle are complete.
