• The virtual module introduced in #16754 captures a proxy that #17432 now replaces and disposes on Wrangler config changes.
• Delete the snapshot and read the current global proxy in the env fallback and every availability guard, including both scoped-environment helpers; retain AsyncLocalStorage precedence and prerender errors.
• Preserve the shared proxy lifetime from #17368, rather than restarting servers or trying to invalidate the cached external module.
• Cover every env trap, scoped overrides, absent/recreated proxies, and real config reloads. The shared dev/preview stub changes; native production bindings and proxy ownership do not.
