Linux migrated so migrating Windows too. Updated script for docker-less flow and docker images do exist for nightly-6.1

swiftlang/github-workflows migrated linux builds from nightly-6.0 to the nightly-6.1. Need swiftlang/github-workflows#90 to land before we can migrate windows
