pegjs has been discontinued and is now taken over by https://peggyjs.org peggy

This PR performs the migration

as pegjs-loader's equivalent in peggyjs seems to have been discontinued long ago, I've migrated to ahead-of-time compilation of grammars, as advised by the peggyjs documentation.
