  1. create tidb cluster on dbaas

What did you expect to see?

  1. Successfully created cluster

What did you see instead?

  1. db-pd-0 failed to start

What version of PD are you using (pd-server -V)?

8.0.0（gcr.io/pingcap-public/dbaas/pd:v8.0.0-pre）
